The target audience for Doctor who was white males.
However I think that now it is targeting all races as there are doctor who's played by people of colour and there is less racism in modern society compared to the 1960s society.
I think that it is still mainly targeted at men but I think a lot more woman watch it now and it is a lot more inclusive as there has been a female doctor who and there are strong female characters such as the main character in "blink".
